This section is dedicated to the rules and procedures applicable to the EU Humanitarian Partnership 2021-2027 between DG ECHO and its pre-identified NGO partners. It focuses on the certification process of NGOs and on the Model Grant Agreement signed between DG ECHO and certified NGOs if their requests for funding are successful.

In accordance with Article 7 of the Council Regulation (EC) No 1257/96 of 20 June 1996 concerning humanitarian aid ('Humanitarian Aid Regulation' or HAR), DG ECHO may only work with non-governmental non-profit-making autonomous organisations (NGOs) established in the EU/EEA.
