FAQ 103 - Which is the difference between suppliers and subcontractors?

PROCUREMENT

Subcontractors participate in the action by carrying out action tasks for the beneficiary,  which could consist for example in the purchase of goods, works or services that are identified as action tasks. On the other hand, suppliers of goods, works or services do  not implement action tasks themselves, but only make resources available to the beneficiary. 

FAQ 104 - If the amount for sub-contractor for rehabilitation services exceeds EUR 60 000, will the partner have to provide justification like the case with implementing partners (IPs)?

PROCUREMENT

The ceiling of EUR 60 000  does not apply to sub-contractors. This threshold applies to financial support to third parties / IPs (which broadly refers to ‘sub-granting’). (See FAQs on Implementing Partners).

FAQ 171 - Can a third party (or implementing partner) sub-contract directly? Or can only the coordinator and co-beneficiaries sub-contract? For example, if a training is foreseen as an activity under the work carried out by a third party and if the coordinator (or co-beneficiary) is not present in the country of operation, how can a third party sub-contract the provision of the training to an external service provider?

Implementing partners can also sub-contract and purchase, as long as they do so under the same conditions as the beneficiary.

Sub-contractors or suppliers can also sub-contract as long as this is in line with the contractual arrangement between the beneficiary and the sub-contractor or supplier.
