FAQ 178 - Does the clause on intellectual property ensure that DG ECHO is authorised to use visibility materials produced by partners?

Yes, the Commission has the right to use the Partners’ materials, documents and information royalty-free, including the use for its own purposes, distribution to the public, editing or redrafting and translation.

FAQ 179 - Is DG ECHO planning to provide guidance for conducting a Data Protection Impact Assessment?

DG ECHO provides guidance on taking account data protection risks in humanitarian activities as part of the Thematic Policy Document on Cash Transfers, whilst further specific guidance, including suggested resources to refer to, is included in the Single Form Guidelines. No additional dedicated guidance on this subject is currently deemed necessary or foreseen.

FAQ 180 - What is the relevance of affiliated entities and associated partners for DG ECHO?

Art. 187 of the Financial Regulation recognizes affiliated entities. However, DG ECHO does not currently use this feature.

FAQ 181 - Are partners required to publish the complete certificate on their website or will it be sufficient to mention on the partner’s website that one is holding the DG ECHO certificate?

It should be clearly displayed on the website that the organisation obtained EU Humanitarian Partnership Certificate. It is not necessary display the Certificate (its picture) itself.

FAQ 182 - If only the coordinator will have access to APPEL, how can other consortium members meet their obligation under art. 7.a.1. of the MGA to keep information in APPEL up to date?

The coordinator is the only one having access to the draft/submitted proposal. All beneficiaries have access to APPEL and an obligation to keep their information updated (e.g. address, contact details etc.).
